โปรแกรมรหัสเปิดสำหรับการเข้าถึงแบบเปิด

โปรแกรม เป็นชุดคำสั่งที่ควบคุมการทำงานของระบบคอมพิวเตอร์ทำให้ผู้ใช้สามารถทำงานต่างๆ ได้สะดวกขึ้น เช่น งานด้านการจัดทำเอกสาร การประมวลผลข้อมูล การทำบัญชี การจัดเก็บข้อมูลข่าวสาร ตลอดจนงานต่างๆ ที่ผู้ใช้ต้องการ โปรแกรมในปัจจุบันมีอยู่หลายประเภททั้งโปรแกรมเชิงพาณิชย์ที่จะต้องเสียค่าใช้จ่าย โปรแกรมที่ไม่เสียค่าใช้จ่าย (Freeware) และโปรแกรมรหัสเปิด (Open Source Software) แต่ละโปรแกรมต่างก็มีคุณลักษณะเฉพาะด้านในการนำไปใช้ที่แตกต่างกัน สำหรับการจัดทำ OA จะนิยมใช้โปรแกรมรหัสเปิดเพื่อให้ง่ายต่อการเข้าถึงเอกสาร และสามารถคัดลอก ดัดแปลง แบ่งปันได้อย่างเสรี โดยไม่มีข้อจำกัดในเรื่องของลิขสิทธิ์
ปัจจุบันมีโปรแกรมรหัสเปิดที่สามารถจัดทำ OA หลายโปรแกรม ผู้จัดทำหน่วยงานหรือสถาบันที่จะนำโปรแกรมเหล่านี้มาใช้ จะต้องพิจารณาให้เหมาะสมกับเอกสารที่จะจัดเก็บ โดยโปรแกรมที่ใช้ในการจัดทำสามารถแบ่งโดยยึดหลักการจัดทำ OA ออกเป็น 2 ลักษณะคือ โปรแกรมจัดทำ Self-Archiving หรือ Green OA และโปรแกรมจัดทำ OAJ หรือ Gold OA ดังนี

ในระยะหลังเริ่มมีการพัฒนาโปรแกรมสำหรับจัดทำ OA ทั้งโปรแกรมจัดทำ Self-Archiving (Green OA) และโปรแกรมจัดทำ OAJ (Gold OA) เป็นจำนวนมาก บางองค์กรจัดทำขึ้นเพื่อใช้ในการสงวนรักษาเอกสารที่อาจจะสูญหาย บางหน่วยงานจัดทำขึ้นเพื่อให้สามารถเข้าถึงเอกสารได้มากขึ้น ทั้งนี้องค์กรหรือหน่วยงานจะต้องพิจารณาให้โปรแกรมจัดทำ OA มีความเหมาะสมกับชนิดของทรัพยากรสารสนเทศที่ต้องการจัดเก็บเพื่อความสะดวกในการสืบค้นเอกสาร จะต้องคำนึงถึงระยะเวลาของการเก็บเอกสาร ความเหมาะสมของโปรแกรมที่เลือกใช้ ความรู้ความสามารถด้านเทคนิคของผู้พัฒนา และที่สำคัญที่สุดคืองบประมาณในการติดตั้งระบบ เนื่องจากโปรแกรมจัดทำ OA มีทั้งที่เป็นโปรแกรมเชิงพาณิชย์ซึ่งจะต้องเสียค่าลิขสิทธิ์ และโปรแกรมรหัสเปิดที่ไม่ต้องเสียค่าลิขสิทธิ์ หน่วยงานจะต้องพิจารณาและเลือกใช้โปรแกรมจัดทำ OA ให้เหมาะสมกับหน่วยงานมากที่สุด เพื่อบรรลุวัตถุประสงค์ของการจัดทำ OA ให้ผู้ใช้สามารถสืบค้นและเข้าถึงเอกสารที่ต้องการได้อย่างเสรี
